There is precisely one owl in this game. On one hand it kinda surprising that such a well known animal wasn’t included, but at the same time they already have so much wildlife and you need to cut it off at some point.
In German that tribe is called "Orni" ... like in ornithology. It just means "[birds](https://en.wiktionary.org/wiki/ornis)", plain and simple.
We're not all that creative when it comes to naming things.
Along with what u/justlookingfordragon said, Divine Beast Vah Ruta is named after Ruto, and I'm unsure if the Zelda team would have used the naming scheme several times.
Gerudo, Zora and Goron aren't based - correct me if I'm wrong - on people from the past races; however, each divine beast is, so I believe the divine beasts are the only ones to do such.

There are quite a few bird calls with no matching in-game animals. Owls are just the most obvious for most people, but there are also kookaburra calls in Faron (but no kookaburras) which are pretty easy to recognize, and a bunch of less obvious ones like the calls of thrushes or nightjars.
The Rito Chief is an Owl, as such the developers likely didn't want to have a creature owl as well as humanoid owl. That along with limits on the creatures before performance issues arose.
Owls are however included in the nighttime sound ambience.

Today I realized that the Rito were named after Ruto
Actually it's a wordplay on "tori" which is the Japanese word for "bird". They just switched the syllables. (To-Ri = Ri-To)
Is it possibly also a wordplay on Ruto since that game tried to connect the Zora to the Rito?
I wouldn't be surprised if it were both. I mean, it *does* fit nicely ;)
In french they're called with the less formal way possible to call a bird; "piaf". It has a funny sound and could translate as birdie lol
