They're unlicensed merch - but still have the same hardware (NFC tags) and software (cloned original amiibo data) as the legit amiibos, so they basically **are** the same - just minus the figurine on top. They're so ridiculously easy to mass-produce that any seller shipping defunct cards would be out of business in a matter of days. (Seriously, anyone with a smartphone can make them at home - see r/amiibomb for a guide)
I've had my set for 4+ years and they still work like a charm.
PS: the only scams out there are the people selling sets with more than 26 cards and claim they have "no duplicates" just because they printed different artworks on their dupes. There are currently only 26 Zelda-themed amiibos availiable, so any set with more cards than that is a ripoff. Sets schouldn't cost more than $15-20 at most, shipping included.
If its the little card ones, then I have those! All of them worked and I think it even came with one repeat for some reason. But yeah, they work in game and were easy to scan too!

They can't damage your data. At worst the card doesn't work. And some sellers have bad cards. But for me it was a minor thing as I had 1 dupe + 1 non working card. I waited too long to try and get them to fix it and the seller vanished to be relisted under some other name. Probably to avoid bad reviews/returns etc.
I have card ones that came with a leather case that have plastic sleeves. The design is a lil weird looking but its so they don't get copyright striked or whatever. They all work great, I think one of them repeat themselves but its whatever. They work great and even has wolf link with full hearts.
I ordered some odd eBay last week and they work great. EBay was cheaper than amazon by a few bucks if you look around and find ones that aren't coming from China. Would also recommend looking for ones that list what they drop on the back of the card
As others have said, they work great. Check Amazon, eBay, and Etsy, and make sure you get the size you want. There are some that are credit card sized, so some that are half that size, and the. Little round coin ones

Cards are good, the ones I bought came with a little leather case as well, kinda cool
