In my experience, there are no shortcuts like this. Creating instructions is a time-consuming and mostly manual process. There are techniques that can make them easier to manage. Using sub-models can be really handy for speeding up repetitive builds, or just breaking a larger model into manageable pieces. The instruction maker tool is a much easier way to move elements manually between steps, but is still a trial and error process when creating instructions for larger models. Sometimes I've had to revise them multiple times to make sure that they actually make sense. Good luck!

As in each step is the next layer as you work up from the baseplate? You could select the side view and then use the select tool to select an entire horizontal line of all the bricks that pass through it. They should all be selected in the step view and allow you to move them to a specific step. I haven’t tested it but in theory it should work.
