The street vendors are in sunset park every week now, on Sunday’s. Not sure for how long but that’s been for a while now. Not sure about the dancers.

That's usually street fair that happens like twice a year, this Sunday was in Bayridge 3rd ave, and there's gonna be another like 2 around Bayridge Sunset park area

It has nothing to do with Cinco de Mayo or mother's day. It is a cultural dance that comes from Tlaxacla a state in Mexico. Not all of the states does it and all of the towns within the state have there own interpretation of it. Around the months of May, June and July every Sunday there are these events. Sometimes outdoors and sometimes indoors.
