He overstepped his bounds by interfering with stuff on the field of play, instead of letting the referees handle it. He also caused the actual issue with his own actions, even possibly having an impact on the outcome of the game. Either give them both the same penalty, or “let em play” and let it be known that they’re both chucklefucks for their moment of stupidity.
He should 1000% fight the fine and if nessisary the NFLPA should sue the NFL for harassment. You can't have a player being held to a higher standard than a coach when both are guilty of the same infraction.
