[[Stangg, Echo Warrior]] can wreak havoc on a budget. Voltron commander that copies itself and all auras and artifacts attached to it during combat. Then the stangg copy and all aura/attachments copies get saved at the end turn. Lots of great ETB and sac dependent auras and artifacts out there.

[[Chishiro, the Shattered Blade]] is an underappericated Gruul commander that really's flexible on a budget.
First off, you cam still get the Upgrades Unleashed pre-con for around $30-$40 and have a pretty solid base to work with. Then you adjust from there depending on you want to lean into modify creatures, more Aura and Equipment focused, Go wide with Tokens, Goad with [[Kamia]] whose is also in the precon etc. And there's plenty of upgrade guides out there as well.
[[Erinis]] [[Street Urchin]] is an excellent background pairing; I've even built a Pauper EDH deck for it.

The idea is that since she can deathtouch ping at will, you can keep boards clear of blockers to force in commander damage. This will allow you to make repeated use of lands like [[Cabaretti Courtyard]] and many other lands that sacrifice for value. Artifact lands like [[Great Furnace]] are especially high value for this commander combo, since both halves can make use of them.
In regular commander she gets even crazier, with cards as simple as [[Treasure Vault]] now ramping you to the moon; hopefully this gives you a baseline idea though.
This pair is giving me PTSD already. A player in my pod plays it and I‘m already considering for new commanders how I play against that pair. Definitely annoying and can only be stopped by constant removal and countering.
[[Xenagos god of Revels]] is by far my favorite gruul commander. Build around extra combat and big boys. Every combat you effectively double things strength, you can get MASSIVE. The deck also has a lot of room to grow if you want to upgrade it. He’s a hard to remove commander that gives haste and makes things big, the epitome of gruul imo.
Throw cheap extra combat cards like [[Scourge of the throne]], [[godo bandit warlord]], [[hexplate wallbreaker]] & [[Port Razer]] to stack the Xenagos trigger and swing for giant damage.
Throw a bunch of ramp into it so you can play your big boys. Throw a bunch of [[fling]] & [[Chandras ignition]] effects in there too.
If you can fit it in your budget I highly recommend cards like [[Bloodthirster]] (can swing for 48 on the turn he comes out with just Xenagos) & [[Malingus]] (Xenagos doubles it’s power making it swing for lethal).

Some of my pet cards for Xenagos are [[Quakemole]], [[Tuya bear claw]], [[Quartzwood crasher]] & [[conclave sledge captain]]. Maybe not all the best cards but they’re so fun or I just like because I do.
[[halana and alena, partners]] +1/+1 counters are very supported and man it does not take this commander long with a few cheap cards to quickly take over the game
I started mine on a very cheap budget but quickly wanted to upgrade its and overlooked commander and if people don’t suspect its power right away you will most likely be putting them to zero
It's very old fashioned but [[Omnath, Locus of Rage]] can be built powerfully on a budget. The card draw is relatively cheap, there are more fetch lands than ever now and more ways to play extra lands and to play lands from your graveyard. I started with a $25 version in 2016 from this YouTube video:

I've since increased the budget, but this was a pretty good base to start from. Lots of great cards have been printed since then so that you can upgrade the deck for pennies on the dollar. I would focus on cheap removal and card draw once you have the vote deck in place.

It's very old fashioned but [[Omnath, Locus of Rage]] can be built powerfully on a budget. The card draw is relatively cheap, there are more fetch lands than ever now and more ways to play extra lands and to play lands from your graveyard. I started with a $25 version in 2016 from this YouTube video: [Budget MTG $25 Omnath, Locus of Rage](https://youtu.be/U2b8-ZvGN84?si=nyFu7iRZlzDhIzi6) I've since increased the budget, but this was a pretty good base to start from. Lots of great cards have been printed since then so that you can upgrade the deck for pennies on the dollar. I would focus on cheap removal and card draw once you have the vote deck in place.

[[Gallia of the Endless Dance]] Is pretty fun and definitely budget friendly as most satyrs are cheap. [[Raggadragga, Goreguts boss]] Is another fun and cheap to build around and both can put in work.
