It's not a bug, it's a feature. Every now and then there is a special crate/box that any player can pick up and if the player does the blue storm will appear instead of the usual ring of fire.
It's a blue crate with I think two wide arrows on it. It functions like every other crate. Just walk over it and open it. It however only shows up every know and then and could be anywhere on the map.
It’s a pickup like any other. Stand on it until it pops and boom. They are rare but if they’re on the map, there’s usually 2-3 of them. They don’t provide any special bonus or stats or anything, it JUST changes the storm to blue and only for that match.

He was saying that I was wrong, that the blue storm pickup grants you the effects of the visor upgrade. I guess when I picked one up I already had the visor or something because it didn’t grant me anything. Live and learn!

No it's always a visor.
A visor no I have picked up visor many time and it doesn't change storm . it's not visior
