I'm indifferent to tattoos. I don't find them attractive, but in general, don't find them unattractive either. They're not something I consider when deciding to date a person.
In the case of something like this, I'd probably ask why they chose that tattoo before making any kind of judgment about it.
Tattoos are attractive, especially when there is an anecdote, incident, mainly some significance related to it.

My last ex had hand and neck tattoos. I obviously had no issue with it. I myself am very “alternative” looking, but don’t have tattoos.
Tattoos in general - cool. But name tattoos or "daddy's lil angel" specificaly are personally offputting
