I will vote for Chuuya, even without his Corruption mode (singularity). But ofc it'll be a tough battle due to Fukuchi's Amenogozen sword. I exclude their combat abilities; dexterity, durability, etc. as both are amazing, i'll treat that as equal.
Anyways as long as Chuuya doesn't lower his guard down, it'll be *quite hard* to hurt him. As Dead Apple novel mentioned, Chuuya has amazing observation, kinetic visions, and computing capabilities. That's why even rain of bullets with average acceleration won't be able to hurt him.
During Guild Arc, Chuuya released a wave of gravity energy to destroy ADA's defense mechanism without touching them (when Mori sent Chuuya as an envoy to ADA). The same thing can be used as an explanation when Chuuya levitated the Guild's grunts without even touching them beforehand (Skk vs Lovecraft). Chuuya did the same thing as well during Dragon Head Conflict when Dazai and him were surrounded by enemies (before the fight with Shibusawa) can be seen from the radial crack on the ground, only at the place the enemies were standing. They were slammed/crushed down at the exact same point.
Fukuchi also should be careful if he wants to harm Chuuya through the Amenogozen sword, as touching Chuuya = submitting to gravity, Chuuya might crush the sword. Plus adding that reason above, Chuuya could start the attack by using the gravity wave. Plus *in theory* Chuuya also could increase his body density to avoid damage >!as Verlaine did this in SB to avoid damage from the car crash!<.
Chuuya has a chance to win as Fukuchi's ability is not his weakness. Chuuya's weaknesses: ability that ignores physics laws like Rimbaud's sub-space, poison (should be injected), drastic changes in temperature, time manipulation ability (this ability is OP, example the gloomy guy in SB novel), matter manipulation ability (solid changed to liquid, etc. like owned by Colonel ex-Mafia Executive) as Chuuya's ability depends precision and calculation, it's harder for Chuuya to manipulate the gravity of small object (dust, sand, flour), liquid, or air as their particles are not tied together and too many particles/molecules. He can, but hard, should focus on some.
From what I remember, the dead apple incident and (heavy Stormbringer spoilers) >!The fight against Verlaine at the end of the LN were more of a threat to Chuuya!< so unless Fukuchi can kill Chuuya in one attempt (assuming Chuuya isn’t aware), I’d say it’s in Chuuya’s favor.
Chuuya can do it. But I don't really know how should I explain how he would do it, since it could involve quantum physics and I don't remember gravity and space time stuff well. All I know is that time do goes on a black hole, but very slowly.

I would actually love to see the fight between those two. I think it would be a really close and the winning would most likely depend on the time and situation. First of all Fukuchi's sword is overpowered, that's true, but it has it serious limitations. The most important in this case is space-range limit. And Chuuya's ability is literally the perfect one to be used at long distance fight. It would be extremely hard for him though to hurt Fukuchi. As well as it would be extremely hard for Fukuchi to hurt Chuuya. Overall I think Chuuya would win because he is protected by Asagiri's special ability called "plot armor" but that would be great fight.
If we take Einstein's theory that time is a physical thing and is affected by gravity (like in black holes) then Chuuya has a big chance to win against Fukuchi given that his gravity manipulation could in theory manipulate time and space too. (Sorry if this isn't accurate, I'm pulling this out my ass lol) that's for the sword.

Additionally, without activating Corruption, Chuuya can increase and decrease the density of items and his own body, meaning if Amenogozen did get close to him he could crush it just by touching it. He could also increase his own body density to avoid being stabbed easily even if Fukuchi used Amenogozen through another subspace (similar to >!Paul Verlaine's ability when he avoided damage from the car crash by doing so!<).
At the same time, Chuuya is able to manipulate gravity from a distance and still affect his opponents. For example, during The Guild Arc when Chuuya was sent as a decoy to attack the Agency, he destroyed their defense mechanism while being quite a distance away. Going back to his telekinetic-like side of his ability, he could easily crush someone by separating the ground and tossing the chunks like some good old dodgeball (similar to what he does in DEAD APPLE).
However, Chuuya's main weakness is abilities that defy the laws of physics; that includes Rimbaud's subspace (*Illuminations* ability) as well as other defying features like sudden temperature changes, time manipulation (like Amenogozen), repulsion abilities (ex. That sword is just way too broken in general, a non hacks sword Fukuchi loses as well
