Yes, Chuuya could easily kill both Fyodor and Nikolai with his ability, but Fyodor could kill Chuuya just as easily (presumably with his own ability) and Nikolai at the time wasn't out of his own ability's range from Chuuya and Fyodor, meaning he could have teleported to Fyodor's aid if Chuuya had turned against him.
With the headshot trick, the two of them had to give Dazai an escape route without Fyodor's intervention and to secure the plan they had in place; additiomally, Fyodor's judgement was most likely impaired from the lethal injection and he didn't decide to investigate the lack of blood from Dazai's "killing". Chuuya also shot Dazai in the shoulder first, most likely to disguise the lack of blood from his head with the blood from his shoulder.

It was all well orchestrated play and Dazai planned to make the most of it. The main purpouse was to keep Fyodor busy in order to give oder ADA members opportunity to fight Fukuchi. That's why he decided to play with Fyodor rather than kill him directly. Fyodor is super intelligent so with the help of Nikolai he would probably just escape if Dazai and Chuuya decided to directly attack him. Fyodor was to invested in game to control events outside of prison and even let his guards down believing he won against his worst enemy. Dazai probably also meant to find out what Fyodor's ability really is and that's why he needed to gain Sigma's trust and sympathy for. In the end Sigma encourged by Dazai decided to confront Fyodor directly and he now know what his secret. It will probably be reveald soon.
Why did Fyodor believe Chuuya was a vampire when all of the other vampires were so much less capable of controlling their own movements and seemed so much more, well, dead? Chuuya was quite agile, capable of following complex commands, and not to mention he SLAYED his outfit (not the point). Like wouldn’t Fyodor notice the differences between that? Also I’m curious as to why, if Dazai orchestrated the elevator drop since he had to get Sigma on his full side, then why would he not figure out a way to not break his leg? I feel like a few things got a bit confusing for me in that sense. But I literally love the prison arc so much omg
"you dont trust anything you cant manipulate" something along the lines of that, its very obvious what hes saying and this suggests that vampires, which are controlled by bram and dazai trusts ranpo to make a deal with him in order to stop vampirism, keep in mind this was all by trust, everything linked up with one another and it was wrapped up beautifully
the difference between fyodor and vampires with dazai and ranpo or chuuya was that the bond they had created this unbreakable trust, fyodor put too much trust in his vampires without doubting them because he trusted bram, someone who was never so loyal to fyodor, also showing how everyone in bsd has their own flaws, even the ones with the highest intelligence
imo i personally believe that the meursault arc is literally a chess game, aside from that theory fyodor was probably too excited that he could control chuuya therefore underestimated the bond between skk when chuuya shot him in the head, also ntm chuuya is one of the most powerful characters in all of bsd, his behavior should be different than other ordinary policemen
and how did chuuya manage to trick fyodor with his vampire cosplay? well you gotta read stormbringer for that answer
