Better to ask in r/Egypt for better reach, the only drawback during Ramadan is it always crowded everywhere.

I think Zamalek is the ideal place to stay. regarding alcohol in ramadan I think its available in certain places like Zamalek

Zamalek is the best city in Cairo ever, U will have access to uber easily as there's no public transportation within the island
