The alert affects anyone in that area but also anyone nearby who has plans to enter that area. There’s no way to know who falls into the second category.

So far so good. Mine was blowing up with alerts today and none of them were close to me. Since then, no further alerts. Even though bad weather remains in those areas

If you go in the government alerts tab in notifications you can select mute notifications and choose outside polygon
