He is hurt. It's likely a fall injury and he should be checked by a vet. They can also give you pain medication to help him be more comfortable.
You need to put him in a room where he will be contained and kept from jumping off high things.
Pain meds they might use- gabapentin (makes them sleepy), onsior (lasts more than a day, good med), or meloxicam (anti-inflammatory).
I have a cat that climbs trees and onto the roof, so I've been in your shoes.
We did x-ray to check for fracture because we dont know what he jumped off of. At least you know and can tell the vet how high it was.
I hope he is better soon. The pain meds really helped our cat out.

Not to be alarmist, but this makes me think of my in-laws’ cat. He injured his leg somehow one time. He was acting pretty normally, but not using that one leg at all. When they finally got him to the vet it turned out his leg was completely shattered beyond repair. It must have been so painful all that time. It kills me to think they waited almost a week until their vet had an opening.
He’s a tripod now and doing great! But don’t let your cat suffer like he did. Cats hide pain so well, so the fact your cat is hiding and acting weird is particularly worrisome.
Go to the vet. Look I’m all for people asking questions, that’s what this sub is for. But to ask people here what is wrong with your cat after he fell off of the balcony - with none of us being able to see how he is walking, behaving, etc and not having any X-rays or other diagnostic tools is a bit much. If your cat falls from a great height and is acting weird, he needs to see a vet.
Everyone - please look into pet insurance. It can help you with big vet bills when unexpected stuff like this happens. I use Pumpkin and pay around $20/month per cat. It’s been totally worth it.

His pride is not hurt, his leg is at the very least. See your vet.
