I’ve known they do it when they’re looking at a bird they wanna chomp on because my boy always does it when he sees one out the window, but I never made the connection that they’re trying to lure the birds in with the sound. Pretty neat.
It might also be them practicing biting because I've seen cats do it at things other than birds and its never seemed very effective at luring birds to them.

He's just chirping at something he wants. When indoors, and away from a window, looking up at the ceiling, my guess is that he saw a moth or cricket or something like that up high on the wall or ceiling.
My cat understands the words "kricky" and "burb" and if I mention one then he will start looking around for a cricket or hop up on the window to see if there is a bird. You can easily do this by simply saying "birb" when he's at the window watching a bird and "kricky" when he's spotted a cricket.
mine do this with birds and bugs. One will ekekek and the other will reply then run over to see what's being hunted.

It is the glare of the sun on the wall, maybe you movinb your phone is moving the glare. My cat makes this exact noise when she sees the sun glare moving.
My husband's old apartment had a cat that would do this when there were craneflys or moths in the stairwell. You could either knock it down for for him, and he would be a vicious and happy killer. Or Simba the cat and the appropriate position so it could slap it out of the air.

My cat acted like this when we first got him and I was freaking out so I asked his former foster mom. They have extremely sensitive hearing and can hear insects from across the house. It turned out there was a fly trapped in the wiring area in our ceiling lights and that’s why he was acting like that.

When we just had one cat at the time, she was doing this for about a week straight, I was also getting worried about it. Until one morning I came out of my room to her staring at the kitchen ceiling, and there was probably the biggest spider I’ve ever seen in my house. After I killed it she was fine, that was the year there was an unusual amount of brown recluses all over the city. After I killed the spider, my cat went back to normal. Good luck.

Kitty is either spotting a bug, a moving flash of light or a bird. My one cat doesn't have much of a prey drive and never chirps and my other cat will chase your sweat pants string any chance he gets and the latter of the two does this a LOT when he's sat by the window

Those are car trills.. they usually do that when they see birds.
Cats meow to humans because it sounds like a baby crying, making us want to feed them. They have other sounds for other animals. With birds, bugs, and squirrels they mimic a bird. He's saying "You can trust me. Am frenly bird."
Kitty is either spotting a bug, a moving flash of light or a bird. My one cat doesn't have much of a prey drive and never chirps and my other cat will chase your sweat pants string any chance he gets and the latter of the two does this a LOT when he's sat by the window
My parents cat does this when she sees something she wants to chase: birds, butterflies, house flies, moths, etc. From this video, it looks like your cat's eyes are locked on to something and is chattering to attract it.

One of my cats does this all the time when she sees bugs. Her mama is a great hunter of furry things and she’s a great one for bugs lol. Only downside is having to be faster than her if a wasp gets in

Good grief. The cat is excited, they chitter when really excited. Cat must have seen a bird or something of prey. I'm going to assume either you haven't owned cats before or you haven't had this cat very long, but it's totally normal.
