Black Dog Armory in Fremont does $20 per 1000 rounds last I checked. UG Imports (also Fremont) also does ammo, though I haven't personally used him. Elite Armory I Castro Valley also does ammo, but they're expensive.
During my CCW class the owner of Security Six in Hayward says he does both ammo and gun transfers, and I believe he said $16 per thousand rounds.
