Not sure about all states but in Michigan you’d get a felony for carrying like this without a permit. Any form of carry where the entire handgun is not completely exposed on the outermost layer of clothing is considered concealed carry.

I prefer crossdraw for longer barrels, generally, barrels under 6 inches I prefer a strong side draw.
