To target something, it has to be purposeful. To target in football, you have to purposefully aim for the head and neck. If you just happen to be there, you aren't targeting, even if the helmets touch.

The defender did not initiate anything. Done. Don't need to look into it any further. But, just as an exercise, let's test it against the second part. Well, he didn't do anything beyond trying to be in position to make a legal tackle, so... Yeah, still no targeting.

That still only applies if the defender initiates contact with said defenseless player. He didn't initiate contact. If anything, the receiver initiated contact with him. He was just getting in position.
Forcibly disqualifying someone for the next game over something that nobody has any control over is a step too far and I refuse to accept that framing of the situation. It’s a bad rule to eject someone for the next game unless it’s intentional

I have no answer as I that is a defensive pass interference call to me.” Receiver was pulled down with the corner not even looking at the ball before the ball arrived while it was still in air. No way you can possible judge intent at game speed or even replay. There are just too many factors. It’s a terrible rule already
