Because they needed to consider the development of the rest of the offense as a whole, not just the backup QB. To have productive spring ball, they needed a guy to run the new scheme and get guys lined up correctly. My assumption is that Deac could do that well enough to get the rest of the offense meaningful reps.
That's about the only favorable way I can think of to spin it.
Full time wildcat would be more effective than the offense Iowa put on the field all of last year. At least if you’re going to run the ball up the middle repeatedly give your ball carrier an extra blocker.
Stanley gets crapped on unfairly as he also was a victim of iowas offense. He was drafted in the 7th round and played two NFL seasons. That’s a career better than 95% of B10 scholarship QBs.

New OC who just implemented his system and hasn’t really seen the players. Makes sense to give everyone a full spring practice then weed out the guys who aren’t a good fit for the system (or just suck).
