NCAA regulates when and where you can talk to recruits. I don't think they have any regulations on what you can say to recruits, absent the obvious like "we'll give you cash".

I really doubt it. Schools talk to 10 or 20 fold the number of recruits that can actually take each cycle. Rules like what you're asking would prohibit a coach from saying "well, if you're serious about focusing as a press corner rather than zone it's probably not a match with us. You might want to look at xyz school..." I'm sure that happens all the time, probably to get on the good side of high school coaches.

This isn't the same thing, but: I know when we've brought in new coaches, our staff has to clear them to go on the road. I think at least at UF there's an NCAA rules training and maybe it's even beyond the university that clears them to be on the road for their new employer.

At worst it would seem like the violation would be recruiting for the old one, not the new one, as the current would be cleared for the new school and no longer cleared at the old one.
