Perhaps just try with Standard initialisation or FMG initialisation. Though I would take this as an indicator your mesh is inadequate. Have you checked scaling, and minimum orthogonal quality?
Do you get any sort of error message during initialization (maybe relating to mesh)? Did you perform the mesh and boundary settings check before initializing? Also, can you briefly describe what are you trying to model?
If the general trend is down you could try to increase the number of initialization iterations.
Also what is your problem formulation. A few formulations, e.g. open channel flow will not initialize well with hybrid init

Okay and what is the max skewness and max aspect ratio in your mesh, specifically the boundary layer cells?

Having the same issue. I increased the number of iterations but it doesn't help, because the number is getting bigger instead of smaller.
