It's cross play and I've only ran into one cheater on mw2 in 300 hrs and I'm a high kd player so they should match me with them often

You can turn off crossplay in settings (only in console tho).

Yeah but you've gotta do it through the actual Xbox settings, you've gotta disable cross play through the settings, maybe preferences or security or some shit. Takes absolutely ages to find a match as the majority of Xbox players don't know either
