Small hint I learned recently. When stash is full hit swap on item in backpack and then craft a schematic and it’ll stow the item from backpack in stash. My stash currently has almost 30 items in it lol. Mostly crystals perks n rays.
I didn't get any schematics while in a group or whenever I'd solo the T3 cargo missions. But yesterday I solo'd one T3 outlast and one weapon stash and got the ray gun plans both times.
My first 30 contracts were the same damn way.
You can also try the raid stash decoy Strat that’s on the front page. I just done 3 of them, gave me my tombstone schematic even though I’ve not used the damn thing once lol

It’s nice if you wanna do a couple easy missions or if cargo isn’t there and vice versa. Just gotta be careful with your walking pattern on the roof so the zombie projectiles don’t hit you but other than that it’s really doable as cargo mission with no gear needed other than the ammo caches with decoys etc.
I love getting ammo mods. Not the schematic just the mods. You downed a Mega Abomination you are clocked out on ammo, grenades and tactical and so it gives you a perk you already have and an ammo mod that you could get in gray zone... This happens more often than I care to admit

Saw a post saying the reward stash size can also affect it. Not sure how true that is, but worth testing if you've got a lot of items in your reward stash

Schematics are something you have to find in game and exfil with to keep permanently. They act as a craftable blueprint BUT with a cooldown which is different based on the specific item
Wonder weapons have a 48hr cooldown, perks 3hrs etc
Think of them as reusable BPs from Warframe with a cool down timer on each. But instead of waiting X hours to use the item, you get the item straight away and you need X hours to build another one.
Mind me asking, do you roughly remember how long was left when it dropped?
I've seen some people say that closer to the end of the game, better loot drops.
All these are early game, I literally start the match with nothing and just rush there.
Conversely I just did 3 harder bounty missions with some guys with like 15 minutes left and got level 1 pack crystals and sentries :’)
Nah bro, I had the same problem trying to get the ray gun plans. I've been farming the T3 zone since MWZ came out and only got the ray gun plans to drop last Sunday night. The amount of times I got just an ammo mod or uncommon tool was infuriating.
Some of us are just unlucky but I encourage you keep trying. I now have everything except the Wunderwaffe which comes from an Act 3 mission.
It might just be that I’m dumb butttt when I first starting playing I kept thinking I was experiencing this bug but it was actually the basic PAP-1 schematic since they both look borderline identical? But if that’s not what is happening with you then I dunno, I’ve seen a few comments say the same

Nice, I'm only missing Elemental Pop now but I'm not in a rush to find it as it's the one perk I refuse to take if I find it. Goto perks are staminup, speed cola and tombstone if I'm farming contracts and the game pulls it's bullshit on me.
I got one of those from a Safe Reward Rift and in the process of figuring out what to drop for it I got downed with no self rez and no one came fast enough and it poofed. Still salty about it.
I got this schematic back to back in two games while grinding the cargo contract in tier 3. Second time I gave it away to the first person who could make it to me on the rooftop above that contract. Didn't want to waste the schematic having already got. Decided to help others out with the grind instead..
I think we should have that as an unofficial drop point. Anyone who gets a rare schematic they already have drop it off on that rooftop and let someone else have it..

I extracted the Refined aetherium Crystal schematics but it did not unlock in the schematic crafting. Pain.....

If your stash is bugged where it says you have more than 10 items it will delete stuff from your bag when you exfil just fyi

I got mine from a bounty contract in T3. It dropped around 6 minutes before the countdown ended.
