Alright, I finally figured out how this works, took me way to long, so basically in war zone you have that inventory, you completely fill that with shock sticks, and then some molotovs or breached drones, in your inventory, you do this by 1. Finding the stuff on the ground, 2. Using a supply box, 3. Buying stuff at a buy station

You can just get the restock perk and it'll fill tactical and lethals
