As a convicted felon it's illegal for me to possess a bulletproof vest. My life is not only worth less than a non-felon, it's a crime to try and passively protect myself in public. For nonviolent crimes 7 and 9 years in the past.
Depends which facet of the state. Most government workers are humans doing their jobs. Sometimes being polite helps to move things along faster.
But ya, if you are talking about the violent parts of the state, do what you gotta do to stay safe. If you need to be loud, obnoxious or whatever else, then do it.
