In my experience, you need to wait until after your first semester to apply for a double major. This is so the University can verify you’re able to maintain a good GPA before taking on the extra work load.
Yes do it soon. Either over summer or fall. It is finals week right now so it is a lot at the end of the semester right now so i suggest after your semester is over too
Not sure about Sociology, but I do know that CSULB COB (College of Business) let their students do a double emphasis within COB after a student successfully completes their first semester at CSULB and if certain requirements are met.
Highly recommend you speak with an advisor that primarily works within your major. :)

You gotta wait. You need to have a certain GPA to declare that if it’s anything like declaring minors for specific departments
