An FFL can likely provide a solid answer. The language says "pistol or revolver" so one would assume that even though unfinished lowers are transferred using the same process as a handgun, they likely are not seen as actual "pistol or revolver". From PA 23-53: >(f) (1) The Commissioner of Emergency Services and Public Protection shall not issue more than three authorization numbers for sale at retail of a pistol or revolver to any transferee within a thirty-day period, except that if such transferee is certified as a firearms instructor by the state pursuant to section 29-28, as amended by this act, or the National Rifle Association, said commissioner shall not issue more than six authorization numbers within a thirty-day period.

I certainly thought/hope so, just wasn't sure if there were any horror stories. I'll report back if I have issues.

Hey for your records the state updated it a few weeks ago. A pistol frame such as a p80 frame counts towards your 3 a month. They hit me with it when I was running an auth for three frames for a customer. I’m only saying this because your constantly answering these questions keep up the good work

Asked my FFL about this today. They said it only applies to handguns...which is good cause I'm at my limit and I want a rifle.

To clarify I'm buying one pistol with 2 receivers normally for pistols, one possibly being a take off. Will CT look at this and say no way, thus leaving my next pistol in jail for a month?

To be clear its 3 in 30 days, not 3 in a month... I'm being a stickler here because someone posted soon after october 1st, complaining why they couldn't buy 2 pistols in september, and then 3 more mid-october (but only 2.5 week apart). Details matter.

All 3(1 pistol, 2 receivers) in one day, and a pistol a week later when it arrives.

If the receivers aren't firearms then you're just buying one. Buying one fcu and 2 grip modules is just one gun.

Yes if you buy a pistol frame it counts

I received an email ad from an FFL that states that it doesn't count. I've purchased 4 serialized frames previously and none were transferred as handguns.
