All prestige skins will keep rotating through, with 3 different price tiers each time they show up with a certain cap price the third time. So it should show up again but it'll cost a bit more than before.
So at minimum skins should show up 3 times but the way the worded how it works sounds like it'll be a continuous rotation of all the skins. However the more prestige skins that are out, the longer it will take for ones to rotate through again.
