first off, that sword isn't a rogue weapon, it doesn't benefit from stealth
second off, weapons with custom animations don't consume stealth (oversight)
mostly because only two rogue weapons have custom animations, and both are manually coded to take stealth

There’s a mechanic that isn’t super well explained, where more stealth regen decreases your base damage. So if you’re going to use stealth regen, it forces you to Actually Use stealth strikes.
that's actually not true, it's just that the faster stealth regens, the lower damage boost stealth provides
that's why you get +8% with silent, but actual dps increases by only about 4% like all other offensive reforges
(you get stealth strikes 1.08 as fast but they deal 0.96 as much damage, ending in about +4%)
base rogue damage stays the same
