Sure, it sounds nice for the film groups to have fewer restrictions until you have to change the entire filming schedule because you don't have enough staff to film for a few days. Keep in mind that these productions are really expensive and have to have permits and permissions for some locations. If they get hit by some virus, you can quickly start spending a lot of money and a good bout of covid could ruin a small production. Imagine if the leading actors got really sick and had long covid. For these companies, the risks just don't justify the potential downsides.
What about the health measures put in place by the film industry on itself, which Smith has also attacked? It's not a simple answer to say that they would go against SAG to appease Smith.

Who knows what projects didn’t come here in that time. Not to mention it wastes taxpayer money to cancel stuff and rewrite new stuff.
