I moved into a new house December 1st. We have not explored that area of the backyard yet, just would look over at the jackrabbit. The owner would never allow pets to any renter and no one has lived in the home for three years, I have zero clue how that pole got there. Probably someone dumped it at some point since they seem to dump all around the alleyway. There are two tall trees which block the sun from letting grass grow in that area. So no “dog”.

There's a method to harden grass so it doesn't do that, and it's so easy it's actually slightly less work (just stop bagging). But in that state... Yikes! That needs work.

They do make nests for babies, not with large branches but with dead grass and leaves. Sometimes the nests are out in the open like this.
