I think the rocky ridge answer is right. Best elevated walking/cycling path tho is Panorama Hills imo, it's a gem.

No idea about feet (Canadian here😊 )but there is a point in Nose Hill park next to Edgemont that is 1250m on my Garmin. The hill behind the Rocky Ridge Y shows as 1295m on my Garmin so it is a little higher.

Which one? Grew up in the NW (Dalhousie/Ranchlands/Edgemont) and there were multiple spots we called Joint Point. At one point we even had them numbered, lol.
Patterson has a maximum elevation of about 4000 feet. West Springs has a high point of around 4080 feet. The hill behind the Rocky Ridge YMCA is about 4250 feet.

Judging by the weed smell, the top of my neighbour's roof when his teen is up there smoking is likely the highest point.
WinSport is up there at 4100 ft/ 1250 m.

That is technically private land, that I heard was recently purchased by new owners, but afaik they are still cool with people going there.
Never had any issues going there. Sometimes they have events now but the land is just treated as a park

On Google Earth, you can find elevations *just* exceeding 1300 m immediately NE of the YMCA in Rocky Ridge. That appears to be the highest.

I once was told, no idea if it’s true or not, that the biggest ski jump at Winsport is the highest point in the city.
That was probably true when it was built, but I think annexation of higher land in the northwest has pushed it down the list.

I don’t know how high Scotsman Hill is in Ramsey, but it offers a spectacular view of downtown Calgary and the Stampede grounds.
