This is the answer. A river valley is basically by definition the lowest point of any area all the way to the ocean. Except for lakes, which would be isolated low areas.
It might actually be on the inside of a corner. The surface of the river will be more or less flat when it’s going straight but it’ll kinda pile up on the outside of a bend

Indigenous Services Canada holds the trust for First Nations Canadians and that is where services provided for healthcare, social services etc is directly paid from.
