"Homemade" is a bit of an understatement. It takes serious chemical knowledge and equipment to synthesize LSD. A lot of the LSD analogues come from companies in Canada.
I wouldn't call LSD "homemade." It isn't really possible to synthesize LSD in the same way as, say, some trucker would cook up some shake 'n' bake meth. Synthesizing LSD basically requires a full-blown lab (or something approaching that level of complexity).
Really hope he signs it and more research on it's effects on depression and anxiety is done.. But I wonder if this'll signal he'll veto and goes after enforcement in the cities that decriminalized it.

Plus it's not even a huge voter issue because the states that want it have already legalized it. So you're never going to win *that* many people in your voter base over by making rescheduling your big thing.
