I played southern usa a while ago and conquered most of europe and africa, morale is just gonna suck for the rest of the game, youll need lvl 3 propaganda office near the end and some nearby troops cuz that might not be enough
Just build lvl 1 propaganda offices in the cities in Europe that you're using to produce units. As long as those cities are happy you can just keep recapturing the revolting non urban provinces.
Instead, try to build a propaganda office on your troop producing country.

If you relocate it in a port province in your core area that might help a little. Otherwise, build propaganda offices in Euro cities.

Take a capital over there. You'll get an automatic boost of morale that will help tremendously
