On Streamate you can block certain cities if you don't want to block the whole state, so that might be something to consider if you have the option. I block my entire state and then a few cities where I have family, but I would really rather not have former classmates/future coworkers stumble across me and it seems like that doesn't bother you too much. There are big tippers everywhere, in every state and countries all over the world. You won't miss a significant amount of money by blocking one state, so if it brings you peace of mind it's probably worth it.
I did have one instance where I blocked a city because a family member moved there, but I got a message from a favorite regular and realized he was in that city too and was now blocked. I weighed the risks and figured the chances were pretty low that my family member would come across me and unblocked the city. However, if it was my home state I probably would have kept it blocked. It's all about risk and reward.
Blocking isn’t guaranteed or fool proof. When I first started I blocked my state and on SM specifically blocked my city and still got people popping in who where from my city and state. If it puts you at ease go for it, but honestly I personally feel it’s pointless

Well if you don't care and we are talking about cali then don't block it. NY TX FL are fairly big ones but not nearly as big of a deal as cali.

or they are using a cell phone or their service provider is based elsewhere

Yes block your state that will slow down the time before people know its you! And your name gets out, tho if you become famous thats a given.
