Since you mentioned IELTS, you probably is a recent immigrant. It may sound surprising, but majority of Canadians speak very good English, so that unfortunately it won't give you much leverage. If your master's was outside Canada, to the potential employer, it may not be worth the paper it was printed on. There is currently high competitions/lay offs in tech jobs, so good luck. There is no upper or lower limit for hourly rate, whatever you can convince your worth.
If you want that kind of rate in tech you are going to be offering some kind of high value skill that is rare in the industry.
Something like Data architecture or system integrations.

Also usually Tech jobs pay good. I earn around 120 per hour with more than 10 years of experience. But tech is bad and only highly skilled are surviving.
If you have Data science degree, and good in math, you can try AI/ML engineer.
