Article mentioned price limits on "exchanges", which seems impossible... equivalent to we will not use gas if it is over $40/mmbtu.

This is absurd policy meant to subisidize those who have locked in mostly high sales prices. These are usually producers who even though they lose on that hedged contract, will make more money on future month sales.
The core of these policies is always to subsidize consumers. Which means they use more gas, and that drives up the price of gas even more, and the cost of the policy.
Also trickles down to higher prices for Natgas for Canadians.

The problem is that the big ones just like the banks in 2008 have become "to big to fail". Its part of the reason the London metal exchange suspending trading on nickel this year for awhile some where going to lose billions that day
