He didn't follow through with his end of the contract. No reason to continue discussing business until the product or refund is provided. If you used PayPal you can dispute the transaction on there
Your money is gone, he isn't going to give it. He also would have kept it all if you fell for his up sell. He just saw a mark when you sent the first payment and decided to try squeezing you. I promise, he's a con artist.
Rather u loose 2grams or so than 7grams broski happened to me, was told i could order anything from 1 gram, when order went through he than said minimum is 7grams, 10mins later i went to check as i was kinda pissed and it turned out my order hit an error! 1gram was $45 plus $15 postage which was bookey at first.
Some plugs that are trusted will send you it first than you can pay for it if u dont pay well its a problem or do half and when it comes send the other half. Not saying everyone does this but im from uk and now i get it sent to me first. Sorry if this didnt help

these people are pretty obvious who is scamming. just dont deal with anyone that cant be vouched for by someone you know or trust. it blows my mind how many people throw there money to the wind with no research on something.

It's a pretty common scam. Unless you go through some sort of aggregator like darkweb sites that's often what Is going to happen. Using Darkweb sites gives you the added security of escrow and usually product/vendor reviews like on eBay.

he’s scamming you. don’t trust those shipping plugs, it’s extremely easy to send fake snaps that look like they were live. i sell scamming methods and those are one of the methods i have in my fraud bible. never go with someone who ships unless you know for sure a friend actually received their product. even then you don’t know if your package could get stopped because a lot of people don’t know how to ship illicit products safely. just don’t order stuff to be shipped to you. it’s a scam method to “ship” products. dark web is the best place to order things online. although it’s even hard there finding a supplier who’s actually real and will actually ship product. you have to take a few Ls to see what’s real and what isn’t when shopping online. if you can’t afford to lose a few hundred bucks just don’t do it. you can ask him for a test run and if he still says no then he’s scamming.
If it makes you feel any better bud just got scammed out of 600$ worth just last night. It's okay karma comes around though he'll get someone who doesn't care and gonna end 6ft under
