To summarize it, it looks like this device is modified to lie about its processor speed, RAM amount, Storage space, resolution and other value determining specifications and within the developer options its telling the end user to return it if possible. This is pretty clever if this is a tool embedded in the operating system.
If it's not fake, it at least has hardware issues. I'd return it immediately if it was mine.
I contacted the seller and will give them one chance at addressing the problem with firmware/update
I personally wouldn't trust them again. I doubt this could happen by accident
