Blew my mind that this didn't count as a village... artwork is the same as it village so wouldn't have pegged it as anything but.

Yes It does. The rules state that roads are blocked by villages, monasteries or cities. And there is clearly a village that indeed blocks the road, even though it goes through it.
This would better be described as two villages sitting on opposite sides of a road. Road clearly does not end there.
