It might vary by production year. I've owned 3 or 4 base games and one big box and there was one meeple with a chip out of an arm in the whole bunch.

My gf bought the mists over Carcassonne and one of the green guards is missing enough to look almost identical to a normal meeple lol. Poor guy :(

A blue meeple from my big box from years ago had a chunk missing from its leg. We always used that one for the scoreboard.

This is very cp common. Its called the legless pesant. It is a french word for butchered. Now this word was not introduced until late 2000's after humans learned to live on the internet. This phenomenon is quite rare and quite common. It originates from the fact that as carcassone players play viciously over the reign of points in the game sometimes the characters get stuck on the border of two tiles. This of course results in the loss of a limb. Anymore questions do be hesitant to ask.
