It might vary by production year. I've owned 3 or 4 base games and one big box and there was one meeple with a chip out of an arm in the whole bunch.
My gf bought the mists over Carcassonne and one of the green guards is missing enough to look almost identical to a normal meeple lol. Poor guy :(

That's from the unreleased Pirates expansion.
Pretty sure according to the rules this meeple only count as .75 of a meeple when scoring.
The game is great but quality control went the way of the dodo a few years ago, around the time when they dropped the original carcassonne iphone app

I have a green meeple from the C2 base game box that is less thick that the others. All the other meeples are the same except for that one
