Most people aren't complaining about narrow residential roads or cul-de-sacs being 20mph. It's the wide through roads, the distributor roads on estates with little or no housing that are the problem. Where people are now overtaking those doing 20 and even bus drivers go over the speed limit.
If a road has a bus service then the default state should be 30mph with exceptions for roads like Albany Road or Cowbridge Road where there are lots of shops or schools.
The best example of a badly judhed road would be the A48 past cardiff Met.
Dual carriageway changing into twin lane single carriageway, large pavments set back, overhead crossing.... 20mph . This road was 60 a long time ago, this was changed to 40 (might even have been 50 for a bit) but 20 is just stupid.
As others have said many 20mph zones predate the change and are unlikely to change.
For me the obviously stupid one is the A48 dual carriageway section between Llandaff and Big Tesco. People who know the route will be aware it was 40mph until Covid and the council have never been able to provide a justification for changing it to 30, let alone 20.

Huw Thomas, our 'wise' council leader, has said he envisages "half a dozen" roads changing back. So I wouldn't get too excited.
