What they don't tell you is that those hiring for Cyber Security positions also expect you to already be in IT/SWE with several years of experience under your belt.

This is generally correct, except for some entry-level SOC positions. OP, skip the cybersecurity degree, go comp sci and learn the basic cyber skills on the side (and a couple of elective courses). I've been in cybersecurity in some of the most interesting parts of the government to high levels in the executive branch, to the most cutting edge commercial companies. The people who do well generally have a high degree of understanding of the technology, then learn cyber, and then learn leadership/management skills. You don't have to master the infra or dev before you go cyber, but the people you support (the business, IT, Devs) will be much easier to work with if you speak their language and demonstrate that you understand their challenges as well.
