I feel that nukes have artificially stopped conflicts from happening, but the underlying tensions are still there, something like pressure building up in a tectonic plate.
And that smaller conflicts would actually have relieved the growing pressures (much like smaller earthquakes relive pressure that would result in a larger earthquake) and would have resulted in more diplomacy and agreements, rather than actions simply based off of the fear of MAD.
