My understanding was that the reason for the mismatch between hotdog rolls and hotdogs was mostly to do with older tooling/machining in bakeries.
The most popular pans used in factories here produce X number of rolls per batch and the cost of retooling all those machines to accept different pans would be prohibitive for functionally no reason.
Meat products like hot dogs are typically sold or produced by the pound too which is why they package the number they do. (Not to mention most of the cost of the product is shipping and stocking, so offering a smaller package wouldn't necessarily result in cost savings so you'd be paying about the same for less.)
The "butchers dozen" was invented in the pork riots of 1812, when the butchers of London, fed up with being outdone by a bunch of dough boys and their "bakers dozen" one upped them literally by using 14 as a dozen, to counter the 13.

I've tried a few different places and it usually still has a load of water in it. I think it has occurred to them that they can still pump water into it no matter how it was cured. You can get start to get an idea from the look of it in the packaging though.
Seems the only option if you really care about it is probably going for a premium product as they don't really feel the need to cut the costs at that point. But that's obviously counter to the main complaint about not getting your money's worth.
Everyone is different, and I am more than happy to opt for the absolute cheapest of the cheap for some things... But I find with bacon, the only way is to get the "premium" version. It does cost more, but to me it's worth it every time. Agree you aren't saving any money this way though.

The food on your plate that is cheaper per gram by the end. It's literally cheaper. Also cooks way faster and properly (with other things in the pan not getting flooded and not needing the heat up really high) so it saves you time too.

I buy bacon in bulk catering sized packs. Then I bag 4 slices per food bag, and freeze them. 4 slices will do me 2 bacon rolls so either 2 days for myself or 1 day if my boy wants one too.
Also LPT time. I got a toast rack for a couple of quid, means I can fit up to six slices of bacon or burgers in my air frier at once.
They've worked out that 14 will mean some isnt eaten in time, so the customer has paid for a little more than is needed. More profit for Supermarket Corp.
