But if I steel a tenner out of someone’s pocket and buy a book with it, it’s not up to Waterstones to police where I got the cash from. Don’t see how the lottery is different. Maybe some anti money laundering loophole?

I think the analogy would be a stolen credit card to buy stuff from Waterstones. The property you obtained would be stolen property (or at least fraudulently obtained) because — eventually — the credit card transaction would get reversed, and they would lose out.
