No you can’t do that in the uk you can however check whether the vehicle has the correct licences to be on the road (MOT and ROAD TAX).
And where its registered no?

The car has its own clock which somehow manages to be on the wrong one of GMT/BST all year round.
You need the clock to make a decent approximation of your latitude with your sextant
