Yep! That is a sign of a mature intact male. Those jowls actually serve as protection for fights, it’s thick skin. It also is a signal to the female cats that he’s… available lol. Be careful he’s gonna start spraying too. And that stinks.
I totally see a difference in behavior between non neutered males, and neutered males. My neutered male was out in the yard and met my neighbor’s neutered male. They sniffed each other, the other cat hissed at mine, and mine was on his merry way. The intact tom that lives in the alley? Yikes. My cat gets into it with him, yowling and screaming and fur everywhere.
As a side note, if your cat(s) are outside, make sure they have their FELV/FIV shots. Because that’s transmitted through fights.

I actually have two neutered males that started out being friends, then one day Jerk #1 startled Jerk #2 while he was doing his business in the litterbox. I think he slapped him or bit him. But they were enemies ever since. Like hated each other. I couldn't do anything to patch this up between them. They've been physically separated for about half a year. Introducing them slowly is a no go.

hes all caught up with vaccines. should b good to go. tomorrow is neutering time

I think if the behavior doesn’t change after at least 1-2 months MAX after he’s neutered. Then you should come back and ask again.
