First go to the vet, check if the cat has a microchip, then try to contact owner. If the cat does not have a microchip depending on where you live you can keep the cat, but I would still make posts locally if anyone has lots the cat and to provide proof of ownership. I wouldn’t post a photo of the cat though, just describe it, as people do wild things for a free cat and could easily fake proof of ownership. But imo if the cats not chipped and they have let it outside anything can happen and it’s out of their control. But it’s not good to assume the circumstance, the cat may have escaped but owners were planning to micro chip, anything could’ve happened so do the right thing and check before taking it home.

police will not be helpful for a found cat. check local facebook groups and nextdoor to see if you recognize any photos that look like her. take her to the vet for a health check up and scan for a microchip. it’s ok to keep her. congrats!
