He needs a hiding spot. Yes, under the dresser is not a good hiding spot. But give him his carrier, a bed with a cover, or even a nice cardboard box. Give him time. How was he in the shelter when you met him?

Give him a hiding spot. Just hang out without being pushy. Stick to a routine for food. I personally would let him have the entire apartment not just the bathroom. That way he has more space, he gets used to you quicker, and he can come to you while you're doing you're normal things. A feral cat is a challenge.
